I believe it should me mandatory for all motorcycle helmets be fitted with a neck brace?

A neck brace simular to what motocross racers wear. A helmet can be made with a neck brace fitted on as a one piece design. This will protect the rider from serious neck and spinal injury. Do you think laws should be inacted to make neck braces mandatory on all motorcycle helmets?
